Whistleblower: USPS mail-ballot portal is untested and could reject ballots in bulk

A federal whistleblower, filing through Whistleblower Aid to Sen. Richard Blumenthal, alleges that the U.S. Postal Service’s new Federal Ballot Mail Portal is being rushed into service and could disenfranchise large numbers of mail voters before the November midterms. Built to implement a Trump executive order tightening mail-voting rules, the portal would require state election officials to upload voter names, addresses, and unique ballot-envelope barcodes so USPS can verify batches against its records. The disclosure calls the system untested, prone to significant operating problems on release, and ‘entirely unforgiving’ in its design.

The core technical complaint is a brittle, all-or-nothing verification workflow. Postal workers would scan a sample — roughly 400 ballots out of a batch of 10,000 or more — and if a single barcode fails to scan or fails to match the portal data, the entire batch is rejected and shipped back to state officials before the process restarts. The whistleblower’s lawyers warn this could stall thousands of ballots through repeated verification cycles and block states from mailing ballots at scale. The disclosure also accuses USPS of continuing portal work in defiance of court orders after a district judge blocked implementation.

The legal picture is unsettled. A judge temporarily blocked USPS’s final rule last week and DOJ has appealed; the Supreme Court separately lifted an earlier injunction on procedural grounds, saying only that the states’ challenge was premature — not that the government’s measures are lawful. USPS says the portal will be optional for states and that its work has stayed consistent with court orders. With roughly a third of Americans voting by mail and ten states plus D.C. mailing ballots broadly, election-integrity experts warn the added verification layer creates operational risk and disenfranchisement concerns without a demonstrated fraud problem to solve.
