UN concedes 1.5°C climate limit will be breached, banks on risky 'overshoot' plan

The UN Environment Programme has issued its first report formally admitting that Earth will cross the 1.5°C warming threshold set by the 2015 Paris accord — likely within the next few years. Warming already sits near 1.4°C above pre-industrial levels on a 20-year average, and after years of insisting the 1.5 target remained reachable, officials now treat the breach as unavoidable. The strategy shifts from prevention to ‘overshoot’: let temperatures pass the limit, cap how high the peak goes, keep time spent above the line short, then pull the climate back down below 1.5 by century’s end.

The numbers behind that plan are grim. The most optimistic scenario — assuming aggressive global action — peaks around 1.8°C near mid-century, while governments’ current policies point to roughly 2.6°C by 2100. Each five years of delayed emissions cuts adds at least another 0.1°C to peak warming. The final phase depends on large-scale carbon dioxide removal, but the report concedes tree planting could shave off at most 0.1°C, meaning unproven and expensive engineered capture would have to do the heavy lifting. Outside scientists called that pillar unreliable, with one framing overshoot as the best hope but not a likely one.

The significance is less a single data point than an institutional capitulation: the UN is now planning for decades in the danger zone rather than promising to avoid it. That period brings more extreme-weather deaths, falling food production, worsening water shortages, and species loss, with the report warning of irreversible tipping points — West Antarctic and Greenland ice-sheet collapse, Amazon dieback, and shutdown of the Atlantic circulation — plus regions that could become uninsurable or uninhabitable. The framing is deliberately non-fatalist (‘every tenth of a degree avoided means less damage’), but it reads as a reality check that the original goalpost has already moved.
